James C.I. Dooge (1922-2010)

James “Jim” Dooge was a brilliant hydrologist and a brilliant politician dedicated to public service. His work had a profound effect on the world of hydrology, on the debate on climate change, and in the formation of the European Union.

Dooge graduated in science and civil engineering from University College, Dublin, in 1942. He then worked as an assistant engineer on the survey and design of major river improvements in the Irish Office of Public Works and then the Electricity Supply Board, carrying out hydrological and hydraulic studies for hydroelectric projects. It was at this time that a lifelong interest in hydrology began. After receiving an M.S. in civil engineering from the University of Iowa in 1956 and a Ph.D. from University College Cork in 1958, he began an influential academic career at University College Cork and then at University College Dublin. His contributions to hydrology were seminal, including the unit hydrograph theory, flood routing, and the theoretical foundations of a system’s approach to hydrology.

Dooge was heavily involved within the World Meteorological Organization (WMO) in some of the earliest work in identifying the causes of climate change that eventually led to the first World Climate Conference being held in Geneva in 1979. In 1992 he organized the WMO International Conference on Water and Climate, known as the “Dublin Conference,” considered one of the most influential international conferences in shaping water management policy. Dooge became involved in politics at an early age. He was elected to Dublin County Council in 1948 and to the Irish Senate in 1961, and in 1981 he became Irish minister for foreign affairs and acting president of Ireland (Presidential Commission). His report to the European Council, to what became known as the Dooge Committee, was a crucial step on the road toward agreement on the Single European Act and the Treaty of Maastricht, which led to agreement among the members of the European Economic Community to form the European Union.

Professor Dooge’s contributions were recognized by the American Geophysical Union (AGU), the American Society of Civil Engineers (ASCE), and the American Meteorological Society (AMS). He received the AGU Hydrology section Robert E. Horton Award (now the Hydrologic Sciences Award) in 1953, was elected a Fellow of AGU in 1981, and received the AGU William Bowie Medal (AGU’s highest honor) in 1986. He was the second Walter B. Langbein Lecturer (1994). He was the recipient of the 1997 ASCE Ven Te Chow Award. He was the 1991 AMS Robert E. Horton Lecturer.
